period. It carried out some painful reforms in pension, banking, labor market and new tech industries. Unlike America, where economic adjustment tends to be quickly carried out through brutal market force, changes in Germany happen slowly through consensus-building process. Unlike France, which tends to block any good changes so long as they are first experimented by Americans, Germans admired America and have no objection in following America.

Germany does not make much noise in the world, but it did move ahead to face global competition. Even firms like Siemens, which is so large and impossible to change, changes dramatically towards the Anglo-Saxon way.

Chinese are now strong in assembly, in most cases, mainly consumer products. Germans are strong in heavy industry and precision manufacturing. China has a long long way to catch up in this field. In these sectors, only Beijing cluster and Shanghai cluster have hope to catch up.

These industries need experienced, educated and devoted labor force, not mobile cheap peasant labor.

China may easily dominate the world in certain industries through cheap labor, but not in certain other sectors, because cheap labor is not the csf.
