the japnese smart bomb technologies in the first battle field deployment in first gulf war took up more than90% of american assets there.
therefore what they need from americans are not the intellegent system, but the carriers that otherwise not allowed to go active into (restricted by laws and other factors) but really would be easy to catch up.
that is what they are buying from americans.
this is just like chinese build ship hulls, but buy engines and other stuff from others. americans sell this to japanese but will buy back later the real goodies that eventually make it work
i was in israel after the first gulf war on a biz trip to there and they claimed the american anti missle system caused more harm than good. so the israelis are not impressed witht he us missles at all.
the japense are smart: buy the low tech from americans now just to sell them back later with loaded intellegent system tech.

americans gave reagan credit for told lies and threatened soviet with non existant new weapons and dragged down the soviet empire which went bankcrupcy in the arms race.
