The business world, sometimes including the VC world has a phrase: first people, second people, third people.
Well, Bush along with the FED and the Treasury has admitted that they have struggled to deal with this crisis for over a year now. Roughly 3 months ahead of all of them leaving or being booted out of the offices, they are attempting to make a Huge move. Right before the Huge move are some tip-toed small steps which already cost a lot.
Before the crisis, the government was in a 7 years of no crisis, no alarm mode.
The fact speaks for itself, the people in charge might not be that ingenious to foster a plan which could suddenly turn the tide around.

Presenting this plan with such kind of confidence is a misjudgement by Paulson, to say the very least.
If nothing is passed, his handling of it fits the media frenzy of scrutinizing it.
The media along with the movement of the tide would turn bubble into a bigger bubble, a crash into a steeper crash.

The plan itself is simply against how America capitalism worked. No question about it.

If the bail out passed, in the long run it is still the bottom rank of the society feels most of the pain. Most of them don't own much equity, the housing price would hold up, the oil price would hold up, they would still be the one make the ends meet. Practically no one would die out of hanger in America. Isn't happiness a perception sometimes?

Let the market crash to say 7000.
Let banks merge and let private equity coming into the picture when they have become dirt cheap.
Let the loan be not available for a while. Let the downward spiral grow.
The outcome of that could be the housing market melt down more, oil price melt down ... The relative richer portion of the society have a smaller pocket. The poor people have a even smaller pocket.
They would willing to work for a lower paid factory job, work in the fields, work in the back kitchen, drive the Mexicans away.
They would willing to take a non liberal art major, pay more attention to education because they know education maybe the key to survive in the future.
That means America is willing to work harder and become more responsible.

Paulson maybe just another Bush, or he has learnt from Bush.
How would a cow boy and an eagle scout see the world?
I think the presenting of evidence to invade Iraq and declaration of victory prematurely have already posted a tendency of how this administration could handle things.
