Non Oz PR or citizen (read, you and me) can only purchase off-the-plan, we are banned from puchasing second-hand properties. Even within off-the-plan properties, we are only allowed to buy into those developments with at least 50% sold to Aussies. There is no restraint on the disposal of foreigner-owned properties.
If you fancy buying Ozzie land, you have to buy a land package from a development and commence construction within 12 months, with the structure costing at least 50% of the land value.
You also need to obtain approval from FIRB, however, if you meet the requirements listed above, the procedure is rather mundane and takes only a matter of hours for turn around. You can study the details below.

The reason for such cumbersome control on foreign ownership of Ozzie asset has its roots back in the 80s when the Japanese started acquiring Ozzie land and properties in droves, particularly along the gold coast area.
